51.1km Rural Road Upgrading of Gulu-Evulti-Lambata Rural Road.

This is one of the most extensive and impactful infrastructure projects in Blue Sea Services Limited's current portfolio, representing a transformative investment in rural connectivity and agricultural market access in Niger State. Commissioned by the Niger State Rural Access and Agricultural Marketing Project (RAAMP) — a World Bank-supported programme designed to improve rural livelihoods through better road infrastructure and agricultural value chains — this contract requires Blue Sea Services Limited to upgrade 51.1 kilometres of the Gulu-Evulti-Lambata rural road corridor to an all-weather standard capable of supporting the movement of agricultural produce, commercial vehicles, and community members throughout the year, including during the rainy season when many rural roads in Nigeria become impassable. Rural road connectivity is perhaps the single most critical piece of infrastructure for agricultural-dependent communities in Nigeria. Poor road conditions trap farmers in isolated markets, inflate transportation costs, cause post-harvest losses from delayed produce evacuation, limit access to agricultural inputs and extension services, and prevent communities from benefiting fully from the economic opportunities that market integration provides. The Gulu-Evulti-Lambata road corridor serves a densely farmed rural agricultural zone in Niger State where crops including rice, yam, groundnut, sorghum, and maize are cultivated in significant volumes, and the upgrading of this road will unlock the market potential of the entire corridor. The project scope is comprehensive and technically demanding, encompassing detailed road condition surveys and geotechnical investigations across the full 51.1km corridor; the clearing and grubbing of the road reserve width; earthworks including cut, fill, and compaction operations to achieve the specified road formation and subgrade levels; the construction of a compacted laterite base course over the prepared subgrade; the construction of surface dressing or other appropriate pavement layers in accordance with the RAAMP engineering design; the construction of reinforced concrete culverts and cross drainage structures at watercourse crossings throughout the corridor to ensure year-round trafficability; the construction of side drainage channels and erosion control measures along the full road length; the installation of road signs, safety markers, and kilometre posts; and the reseeding of disturbed embankments with appropriate grass species to prevent erosion. Blue Sea Services Limited has mobilized a substantial fleet of road construction equipment to the project corridor including graders, rollers, excavators, tipper trucks, and water bowsers, supported by a large site workforce and an experienced resident engineer and road construction management team. With construction currently at 45% completion across the 51.1km corridor, the project is progressing on schedule and is already delivering visible benefits to communities along the road alignment whose access has been dramatically improved even in the partially completed sections. Upon full completion, this road will connect communities, markets, and agricultural zones across the Gulu-Evulti-Lambata corridor in a way that will fundamentally transform the economic prospects and quality of life of the hundreds of thousands of people who live, farm, and trade along its length.
